Prepare a large mixing bowl, add condensed milk and butter. Then beat them until it perfectly mixed with a smooth texture.
Sieve the all-purpose flour, cocoa powder, baking powder, baking soda, and salt. Sieve them directly onto the butter mixture.
By using a spatula, whisk the batter gently, and don't make it over mixed.
Add warm milk, vanilla extract, and vinegar. Whisk them until you get a smooth and soft batter.

Add the chocolate cake batter into the baking pan. Level it up and pat the baking pan to reduce the bubbles in the batter.
Bake the batter at 356 F for 25 - 35 minutes. Check whether the cake has been well baked or not by inserting a toothpick into the middle of the cake. If it comes out clean, your cake is ready.

Add cocoa powder, sugar, vanilla extract, and milk. Mix them by using a hand mixer until you get a smooth chocolate frosting.
For the bottom part of the cake, you need to cut its top to get a flat surface. Then apply the chocolate frosting on top of it.
Place the second cake on top of the bottom cake.
Spread the frosting all over the cake. Level up the frosting.
